Manipur Tapes Leak Case

In early 2025, several audio recordings were leaked in the Indian state of Manipur, allegedly capturing Chief Minister N. Biren Singh in conversation with ruling party members. The tapes suggested that Singh directed the distribution of weapons looted from armories during the 2023 ethnic clashes between the Meitei and Kuki-Zo communities, and made inflammatory remarks targeting the Kuki minority. Kuki civil society groups filed a public interest litigation in the Supreme Court, accusing the state government of complicity in the violence that had killed over 200 people. The Supreme Court took suo motu cognizance and ordered the Central Forensic Science Laboratory to verify the tapes’ authenticity, while directing the central government to consider a court-monitored investigation. The leak triggered massive protests and became a national political scandal, deepening the ethnic divide in the conflict-ridden region.

The Supreme Court ordered a forensic examination of the tapes and a swift, impartial investigation. Chief Minister N. Biren Singh resigned in February 2025, citing personal reasons. As of mid-2025, the criminal investigation remains ongoing, and no final judicial determination has been rendered on the authenticity of the recordings or the charges of incitement.

Whether the audio recordings are authentic or digitally fabricated; whether the Chief Minister’s purported instructions constituted incitement to ethnic violence, breached his constitutional oath, and violated the Indian Penal Code and other statutes against hate speech and criminal conspiracy.

The scandal shattered the fragile peace process in Manipur, intensified ethnic polarization between Meitei and Kuki-Zo communities, and eroded public trust in the state government. It sparked nationwide debates on the role of elected officials in fomenting communal violence and led to the resignation of a long-serving Chief Minister, further destabilizing the conflict-torn border state.
