National Cyber Fraud Investigation Case

In early 2025, Indian federal agencies launched a nationwide probe into a sophisticated cyber fraud syndicate that operated through fake customer support portals and mobile applications. The network, allegedly led by Arjun Mehta, used phishing, SIM swapping, and remote-access malware to gain unauthorized entry to victims’ bank accounts, siphoning an estimated ₹2,200 crore over 14 months. The CBI coordinated raids across Noida, Kolkata, and Jaipur, seizing servers, cryptocurrency wallets, and forged identity documents. Investigators found that the proceeds were layered through shell companies and converted into digital assets. The case was initiated after over 60,000 complaints flooded the national cybercrime reporting portal, triggering a special task force operation code-named “Digital Shield.”

As of June 2026, trial is ongoing in a special CBI court in New Delhi. Fourteen accused are in custody, and extradition requests have been filed for two associates in Southeast Asia. The Supreme Court has allowed provisional attachment of domestic assets but is yet to rule on the cross-border evidence admissibility issue.

The primary dispute revolves around jurisdiction, as victims are spread across multiple states and the perpetrators routed funds through foreign exchanges. Additionally, the admissibility of encrypted communication recovered from cloud servers located outside India, and the legality of “digital arrest” detentions used during the initial phase of the operation, have been challenged in court.

The case triggered widespread public alarm and led to a 40% increase in cyber fraud awareness campaigns. The Indian government fast-tracked amendments to the Information Technology Act, mandating stricter KYC norms for crypto exchanges and establishing a dedicated cyber fraud compensation fund. Banks introduced mandatory two-factor re-authentication for high-value transactions, and civil society groups pushed for stronger data privacy protections.
